Ted Honcharik


Ted Honcharik is the Founder and Chairman of the Board of Fuel Relief Fund (FRF) and former CEO of Pacific Tank Lines, a nation-wide, full-service petroleum carrier with customers such as Shell, Chevron, Marathon Petroleum Company, BP, Phillips 66, Unocal and other major oil companies. In 2005, in the wake of Hurricane Katrina, Ted began a new venture, providing free fuel for disaster-affected communities. This passion project quickly developed into what is now FRF.

With 25 years of fuel industry experience, Ted has grown FRF into an organization with global reach and forged impactful partnerships such as those with several United Nations agencies. In addition to his roles with Pacific Tank Lines and FRF, Ted is also involved with a number of other fuel industry organizations, including the California Trucking Association, Private Fleet Council, CFCA California Fuel & Convenience Alliance, Gold Coast Builders Association, and the Commercial Builders.

Sarah Kruger

Sarah Kruger is the Executive Director of Fuel Relief Fund. In this role, Sarah is focused on organizational infrastructure development and building donor and partner relationships to increase operational capacity both at headquarters level and in the field. She draws on extensive nonprofit operations and communications experience with a range of domestic and international charitable organizations.

Sarah is passionate about disaster response and has worked within the disaster management sphere with the Emergency Services Branch of the United Nations Office for the Coordination of Humanitarian Affairs, FEMA, and the Australian Government’s National Critical Care and Trauma Response Centre, among other organizations.

The FRF Team

Fuel Relief Fund is a volunteer-driven, 501(c)3 nonprofit organization based in the United States. In addition to our dedicated team at headquarters and Boards of Directors in the United States and the Netherlands, the FRF family consists of highly-skilled and trained operational volunteers with fuel and emergency management backgrounds as well as fuel supply chain management experts with decades of experience.
